THE DISEASE OF THE DAY: ACUTE TREATYITIS The myths and consequences of free trade agreements with the US Summary GRAIN | June 2004 Efforts to establish global and regional "free trade" agreements over the last 20 years have met with considerable resistance. People around the world suffering the effects of so-called free trade have steadily built a powerful movement rejecting the dominant economic model. Its jubilant cries of defeating the World Trade Organisation (WTO) in Cancún and the Free Trade Agreement of the Americas (FTAA) in Miami echoed around the world in 2003. But what many have failed to notice is that while the WTO and FTAA have been floundering, another epidemic of "treatyitis" has been spreading across the world. The US has approached more than twenty nations to establish bilateral free trade agreements, and some have already signed them. The European Union, Australia, Canada, the Asia-Pacific economic block have been following suit, and countless other bilateral negotiations have started to emerge among smaller economies. What we are witnessing is not a failure of the WTO, but an open attempt to speed through liberalisation measures via bilateral or sub-regional negotiations. The US has been quite explicit in this strategy of "competitive liberalisation". It involves approaching and pressuring the weaker and more submissive countries to sign agreements, keeping momentum going until the nations more concerned about maintaining some degree of sovereignty give in because they become isolated. That is why agreements have been signed with Chile and with Central America, which have no real economic importance for the US. That is why there is a rush to sign with Morocco, Thailand, Bahrain, Peru and Ecuador. Given such a high level of negotiating activity, it is difficult to follow each and every process that is underway, more so when all of them are being realised secretly. But patterns and lessons are already emerging and several myths need to be exploded. * First, free trade agreements are thought to be about economics, when they are really political agreements locking developing countries in a position of extreme subordination. * Second, they are believed to be concerned with free trade, when they are really about securing guarantees and financial returns for US companies. * Third, the concessions the agreements offer for agriculture are touted as being good for farmers, when they are quite the opposite. * Fourth, there is a supposition that these agreements are come to through negotiation, when they are really about stamping blueprints drawn up by the US. * Finally, there is widespread confidence among social movements that the successes of Cancún and Miami mean that FTAs are dead, when it is alive, kicking and gaining momentum. Bilateral free trade agreements set even more drastic conditions of economic and political subordination than we have known before. They represent an offensive that has the objective of redefining the world -- and social relations within it -- in order to maximise profits and increase control for the US. These agreements are supra-constitutional statutes that grant privileges and guarantees to big capital from the US and drastically restrict civil liberties, human rights and the sovereignty of peoples and nations. While foreign investors are handed out concessions and guarantees left and right, a nation may not impose performance requirements on them. Nation states will be converted to production platforms where the large enterprises may claim property and exploit a country's natural resources and biodiversity, its atmosphere and its workforce without being required to contribute any benefit to the economy or national welfare. As these bilateral agreements stand, they put an end to any possibility for governments or citizens of a country to define the type of country and relationships that they want. The only possible defence against the implications of FTAs is not to sign them. Los pueblos del mundo entero que sufren los efectos del mal llamado libre comercio han ido creando un poderoso movimiento de oposición al modelo económico dominante. Las expresiones de júbilo por haber derrotado la Organización Mundial del Comercio (OMC) en Cancún y el Acuerdo de Libre Comercio de las Américas (ALCA) en Miami resonaron alrededor del mundo durante 2003. Pero lo que muchos no parecen ver es que aunque la OMC y el ALCA han tenido problemas, una agresiva epidemia de "trataditis" parece asolar al mundo. Los Estados Unidos han iniciado negociaciones con más de veinte países para establecer tratados bilaterales de libre comercio y algunos de ellos ya han sido firmados. La Unión Europea, Australia, Canadá, y la APEC han seguido la misma senda, y un sinnúmero de negociaciones similares también se están llevando a cabo entre economías más pequeñas. Lo que estamos viendo no es un fracaso de la OMC, sino el intento de acelerar las medidas de liberalización a través de negociaciones bilaterales o sub-regionales. Estados Unidos ha sido muy explícito en la aplicación de su estrategia de "liberalización competitiva". Consiste en acercarse y presionar los países más débiles y sumisos para que firmen los tratados, hasta que las naciones que han intentado mantener algún grado de soberanía se rindan producto del aislamiento. Es por ellos que se han firmado tratados con Chile y América Central, que no tienen importancia económica real para los Estados Unidos. Por eso es que presionan tanto para lograr un tratado con Marruecos, Tailandia, Bahrain, Perú y Ecuador. Dada la gran cantidad de negociaciones, es difícil seguir cada proceso en curso, aún más cuando todos ellos se llevan acabo en secreto. Pero ya es posible identificar ciertos patrones y sacar algunas conclusiones, así como desenmascarar algunos mitos en torno a lo que está en juego. * Primero, se piensa que los tratados de libre comercio tratan de asuntos económicos, cuando en realidad son acuerdos políticos que ponen a los países en desarrollo en posiciones de subordinación extrema. * Segundo, se cree que son efectivamente acerca del libre comercio, pero en realidad son estatutos de garantías a la inversión y las ganancias de las empresas estadounidenses. * Tercero, se dice que las "excepciones" para la agricultura beneficiarán a los campesinos y agricultores, cuando en realidad son insignificantes o dañinas. * Cuarto, se habla de negociaciones, pero en realidad han sido procesos donde Estados Unidos ha impuesto un patrón único. * Por ultimo, la alegría acerca de los éxitos de Cancún y Miami han llevado a pensar que el libre comercio fue derrotado, cuando en realidad sigue adelante vivo y coleando. Los tratados bilaterales de libre comercio fijan condiciones aún más drásticas de subordinación política y económica que las que conocemos hasta ahora. Representan una ofensiva cuyo objetivo es re-definir el mundo y las relaciones sociales a fin de maximizar las ganancias y aumentar el control por parte de Estados Unidos. Los acuerdos son estatutos supranacionales que dan garantías al gran capital estadounidense y restringen severamente los derechos humanos y ciudadanos, así como la soberanía de los pueblos y las naciones. Mientras a los inversionistas extranjeros se les concede todo tipo de garantías, ningún país puede exigirles el cumplimiento de requisitos de desempeño. Los países serán convertidos en plataformas productivas en donde las grandes empresas podrán apropiarse y explotar los recursos naturales, la biodiversidad, la atmósfera y la mano de obra sin siquiera tener que aportar de forma alguna a la economía o al bienestar nacional. El texto de los Tratados de Libre Comercio que están siendo impuestos termina con las posibilidades de los gobiernos o ciudadanos de un país de definir qué tipo de país o relaciones sociales desean.
